On the Issue of Political Dynasties

In the 1987 Philippine Constitution, Article II (Declaration of Principles and State Policies), Section 26 states:

"The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law."

At this time, talks are on-going regarding changes in the Philippine Constitution. One area that seems to be forgotten is the enabling law regarding this constitutional provision.
